Assume that FEDCO is run using the principles of Rational Self-Interest.

But it isn't. FEDCO is set on a suicidal path. They are allowing the kill off of the next generation via abortion and legalized mutilation via "Trans" ideology.

As to charging for citizenship. There was a time when immigrants were required to have a job waiting on arrival, they had to be self sufficient, and couldn't take any form of government handout. We should go back to that and push it for natural born citizens as well.

I'm trying to get back the pre welfare state dynamic. Part of the welfare state is the progressive tax system.

But since we have run out of good Indian lands to steal, the cost of immigration should be higher than in the old days.

Excellent arguments to charge an admission price. Expect large numbers of Chinese and Arabs to pay and come here. Many (not all) immigrants from certain parts of the world have a tendency to live in their own enclaves, not fully integrate into American society. To promote more integration, should we offer discounts to Arabs who move to states other than Michigan and to Chinese who move to states other than California? Or, is that too much social engineering for us Libertarians?

The proposal is not perfect by any means, but it is more politically palatable than going back to explicit cultural compatibility.

Many of the ethnic islands we have today were sponsored by INS. Somali refugees were sent to Minnesota. The theory was that fellow countrymen would provide social support networks.

One refinement: before purchasing a citizenship, one should live here a bit and prove you can fit in: no criminal acts or burdening the welfare system. You or your sponsor have to pay for a gold level health insurance plan during this time.

But none of this works of we don't also resolve the anchor baby issue.

Not going back to cultural compatibility means importing conflict. The only way to handle that is to limit it, like Singapore did, by a fixed limit on the numbers of each subgroup.

For folks coming from a baksheesh culture, buying their way in is seen as just another bribe and not as an introduction to a trust based economy.

Didn't say it would be easy, or even possible. But should we get there, all you would need is ear plugs. The other way means you will need kevlar underwear.
