The only error you make in this is assuming that once reasoned with, they will stop it

They won't, it's being done deliberately, for the purposes you outline.

At our local church, my wife and I run the nursery, taking care of toddler-aged kids so their parents can enjoy Sunday School in peace. Out of 10 kids at our current class, 2 of them are not speaking, both closing in fast on their 3rd birthdays. (Per normal child development, they should start talking somewhere between 10-18 months.) They also don't respond to being called by name.

I know. Small sample size and all the usual caveats. Still. 30 years ago you'd have never seen anything even close to 20%, even in a small sample!
